Ellen Virginia Toepper passed away at home on Wednesday, October 19, 2016. She was surrounded by the family she cherished.

Ellen was born on August 12, 1929, in Churchville, VA. She was the daughter of Edwina and Robert Rohrer. She is survived by a son, Michael Toepper, and two daughters, Carol Burroughs and Julia Coltrain (Jeff). She also had 10 grandchildren and 9 great grandchildren. She was preceded in death by her husband, John Toepper, and her son, Richard Toepper.
Ellen was an educator with Norfolk Public Schools for many years. She was devoted to her family and will be greatly missed.
The family requests that donations be made to the American Cancer Society in lieu of flowers.
